The Director of the United States Fish and Wildlife Service shall not issue a final rule that— succeeds the proposed rule entitled Non-Subsistence Take of Wildlife, and Public Participation and Closure Procedures, on National Wildlife Refuges in Alaska (81 Fed. Reg. 887 (January 8, 2016)); or is substantially similar to that proposed rule.
