That without regard to the limitation as to time and condition of section 503(d) of this Act, the Secretary may propose to reprogram within and transfer funds into U.S. Customs and Border Protection, Salaries and Expenses and U.S. Immigration and Customs Enforcement, Salaries and Expenses as necessary to ensure the care and transportation of unaccompanied alien children.
