The Secretary shall, not later than 30 days after the date of enactment of this Act and every 90 days thereafter until a final rule based on the advanced notice of proposed rulemaking issued on August 1, 2014, entitled Hazardous Materials: Oil Spill Response Plans for High-Hazard Flammable Trains (79 Fed. Reg. 45079) is promulgated, notify the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate in writing of— the status of such rulemaking; any reasons why such final rule has not been implemented; a plan for completing such final rule as soon as practicable; and the estimated date of completion of such final rule.
