Not later than January 1, 2017, the Secretary shall publish on a publicly accessible Internet Web site of the Department a report on the minimum levels of financial responsibility required under section 31139 of title 49, United States Code. The report required under subsection
(a)shall include, to the extent practicable, an analysis of— the differences between State insurance requirements and Federal requirements; the extent to which current minimum levels of financial responsibility adequately cover— medical care; compensation; and other identifiable costs; and the frequency with which insurance claims exceed the current minimum levels of financial responsibility.
