Section 403 of title 23, United States Code, is amended— in subsection (h)— in paragraph
(1)by striking may and inserting shall ; by striking paragraph
(2)and inserting the following: The Secretary shall obligate from funds made available to carry out this section for the period covering fiscal years 2017 through 2020 not more than $21,248,000 to conduct the research described in paragraph (1). ; in paragraph
(3)by striking If the Administrator utilizes the authority under paragraph (1), the and inserting The ; and in paragraph
(4)by striking If the Administrator conducts the research authorized under paragraph (1), the and inserting The ; and by adding at the end the following: The Secretary shall establish procedures and guidelines to ensure that any person participating in a program or activity that collects data on drug or alcohol use by drivers of motor vehicles and is carried out under this section is informed that the program or activity is voluntary. The Federal share of the cost of any project or activity carried out under this section may be not more than 100 percent. .
