Sec. 1444. Every Day Counts initiative

It is in the national interest for the Department, State departments of transportation, and all other recipients of Federal transportation funds— to identify, accelerate, and deploy innovation aimed at shortening project delivery, enhancing the safety of the roadways of the United States, and protecting the environment; to ensure that the planning, design, engineering, construction, and financing of transportation projects is done in an efficient and effective manner; to promote the rapid deployment of proven solutions that provide greater accountability for public investments and encourage greater private sector involvement; and to create a culture of innovation within the highway community.
To advance the policy described in subsection (a), the Administrator of the Federal Highway Administration shall continue the Every Day Counts initiative to work with States, local transportation agencies, and industry stakeholders to identify and deploy proven innovative practices and products that— accelerate innovation deployment; shorten the project delivery process; improve environmental sustainability; enhance roadway safety; and reduce congestion. At least every 2 years, the Administrator shall work collaboratively with stakeholders to identify a new collection of innovations, best practices, and data to be deployed to highway stakeholders through case studies, webinars, and demonstration projects.
In identifying a collection described in paragraph (1), the Secretary shall take into account market readiness, impacts, benefits, and ease of adoption of the innovation or practice. Each collection identified under subsection
(c)shall be published by the Administrator on a publicly available Web site.
