Section 120(c)(3) of title 23, United States Code, is amended— in subparagraph (A)(ii)— by inserting engineering or design approaches, after technologies, ; and by inserting or project delivery after or contracting ; in subparagraph (B)— in clause
(iii)by inserting and alternative bidding before the semicolon at the end; in clause
(iv)by striking or at the end; by redesignating clause
(v)as clause (vi); and by inserting after clause
(iv)the following: innovative pavement materials that have a demonstrated life cycle of 75 or more years, are manufactured with reduced greenhouse gas emissions, and reduce construction-related congestion by rapidly curing; or ; and Section 120(e)(2) of title 23, United States Code, is amended by striking Federal land access transportation facilities and inserting other Federally owned roads that are open to public travel .
