The Comptroller General of the United States shall submit a report to Congress containing the results of a study evaluating the final rule issued on August 17, 2006, entitled Use of Locomotive Horns at Highway-Rail Grade Crossings (71 Fed. Reg. 47614), including— the effectiveness of such final rule; the benefits and costs of establishing quiet zones; and any barriers to establishing quiet zones. Nothing in this section shall be construed to limit or preclude any planned retrospective review by the Secretary of the final rule described in subsection (a).
