Sec. 11101. Authorization of grants to Amtrak

There are authorized to be appropriated to the Secretary for the use of Amtrak for activities associated with the Northeast Corridor the following amounts: For fiscal year 2016, $450,000,000. For fiscal year 2017, $474,000,000. For fiscal year 2018, $515,000,000. For fiscal year 2019, $557,000,000. For fiscal year 2020, $600,000,000. There are authorized to be appropriated to the Secretary for the use of Amtrak for activities associated with the National Network the following amounts:
For fiscal year 2016, $1,000,000,000. For fiscal year 2017, $1,026,000,000. For fiscal year 2018, $1,085,000,000. For fiscal year 2019, $1,143,000,000. For fiscal year 2020, $1,200,000,000. The Secretary may withhold up to one half of 1 percent of the amount appropriated under subsections
(a)and
(b)for the costs of management oversight of Amtrak. Of the total amount made available to the Office of the Secretary of Transportation and the Federal Railroad Administration, for each of fiscal years 2016 and 2017, $500,000 shall be used to convene the Gulf Coast rail service working group established under section 11304 of this Act and carry out its responsibilities under such section. In administering grants to Amtrak under section 24319 of title 49, United States Code, the Secretary may withhold, from amounts that would otherwise be made available to Amtrak, such sums as are necessary from the amount appropriated under subsection
(b)of this section to cover the operating subsidy described in section 24711(b)(1)(E)(ii) of title 49, United States Code. The Secretary may withhold up to $2,000,000 from the amount appropriated in each fiscal year under subsection
(b)of this section for the use of the State-Supported Route Committee established under section 24712 of title 49, United States Code. The Secretary may withhold up to $5,000,000 from the amount appropriated in each fiscal year under subsection
(a)of this section for the use of the Northeast Corridor Commission established under section 24905 of title 49, United States Code. For purposes of this section, the term Northeast Corridor means the Northeast Corridor main line between Boston, Massachusetts, and the District of Columbia, and facilities and services used to operate and maintain that line. Of the total amount made available to the Office of the Secretary of Transportation and the Federal Railroad Administration, for each of fiscal years 2016 and 2017, $1,500,000 shall be used to implement the small business participation study authorized under section 11310 of this Act.
