The Administrator of the Federal Motor Carrier Safety Administration shall conduct a study of the effects of motor carrier operator commutes exceeding 150 minutes commuting time on safety and commercial motor vehicle driver fatigue. In conducting the study, the Administrator shall consider— the prevalence of driver commuting in the commercial motor vehicle industry, including the number and percentage of drivers who commute; the distances traveled, time zones crossed, time spent commuting, and methods of transportation used; research on the impact of excessive commuting on safety and commercial motor vehicle driver fatigue; the commuting practices of commercial motor vehicle drivers and policies of motor carriers; the Federal Motor Carrier Safety Administration regulations, policies, and guidance regarding driver commuting; and any other matters the Administrator considers appropriate.
Not later than 18 months after the date of enactment of this Act, the Administrator shall submit to Congress a report containing the findings under the study and any recommendations for legislative action concerning driver commuting.
