The Administrator shall establish a program to publicly recognize motor carriers and drivers whose safety records and programs exceed compliance with the Federal Motor Carrier Safety Administration’s safety regulations and demonstrate clear and outstanding safety practices. The program established under subsection
(a)may not be deemed to be an endorsement of, or a preference for, motor carriers or drivers recognized under the program.
