Sec. 7006. Improving publication of special permits and approvals

Section 5117 of title 49, United States Code, is amended— in subsection (b)— by striking an application for a special permit and inserting an application for a new special permit or a modification to an existing special permit ; and by inserting after the first sentence the following: The Secretary shall make available to the public on the Department of Transportation’s Internet Web site any special permit other than a new special permit or a modification to an existing special permit and shall give the public an opportunity to inspect the safety analysis and comment on the application for a period of not more than 15 days. ; and in subsection (c)— by striking publish and inserting make available to the public ; by striking in the Federal Register ; by striking 180 and inserting 120 ; and by striking the special permit each place it appears and inserting a special permit or approval ; and by adding at the end the following:
The Secretary shall periodically, but at least every 120 days— publish in the Federal Register notice of the final disposition of each application for a new special permit, modification to an existing special permit, or approval during the preceding quarter; and make available to the public on the Department of Transportation’s Internet Web site notice of the final disposition of any other special permit during the preceding quarter. .
