Notwithstanding any other provision of law, the total of all obligations from amounts made available from the Mass Transit Account of the Highway Trust Fund by subsection
(a)of section 5338 of title 49, United States Code, shall not exceed— $8,724,000,000 in fiscal year 2016; $8,879,000,000 in fiscal year 2017; $9,059,000,000 in fiscal year 2018; $9,240,000,000 in fiscal year 2019; $9,429,000,000 in fiscal year 2020; and $9,618,000,000 in fiscal year 2021.
