Section 30182(b) is amended— in paragraph (4), by striking ; and and inserting a semicolon; in paragraph (5), by striking the period at the end and inserting ; and ; and by inserting after paragraph
(5)the following: in coordination with Department of State, enter into cooperative agreements and collaborative research and development agreements with foreign governments. . Section 403 of title 23, United States Code, is amended— in subsection (b)(2)(C), by inserting foreign government (in coordination with the Department of State) after institution, ; and in subsection (c)(1)(A), by inserting foreign governments, after local governments, . The Department of Transportation Inspector General shall conduct an audit of the Secretary of Transportation's management and oversight of cooperative agreements and collaborative research and development agreements, including any cooperative agreements between the Secretary of Transportation and foreign governments under section 30182(b)(6) of title 49, United States Code, and subsections (b)(2)(C) and (c)(1)(A) of title 23, United States Code.
