Subject to subsection (b), there is authorized to be appropriated to the Secretary to carry out chapter 301 of title 49, and part C of subtitle VI of title 49, United States Code, amounts as follows: $132,730,000 for fiscal year 2016. $135,517,330 for fiscal year 2017. $138,363,194 for fiscal year 2018. $141,268,821 for fiscal year 2019. $144,235,466 for fiscal year 2020. $147,264,411 for fiscal year 2021. In addition to the amounts authorized to be appropriated under subsection
(a)to carry out chapter 301 of title 49, and part C of subtitle VI of title 49, United States Code, if the certification described in paragraph
(2)is made during a fiscal year there is authorized to be appropriated to the Secretary for that purpose for that fiscal year and subsequent fiscal years an additional amount as follows: $31,270,000 for fiscal year 2016. $36,537,670 for fiscal year 2017. $42,296,336 for fiscal year 2018. $47,999,728 for fiscal year 2019. $54,837,974 for fiscal year 2020. $61,656,407 for fiscal year 2021. The certification described in this paragraph is a certification made by the Secretary and submitted to Congress that the National Highway Traffic Safety Administration has implemented all of the recommendations in the Office of Inspector General Audit Report issued June 18, 2015 (ST–2015–063). As part of the certification, the Secretary shall review the actions the National Highway Traffic Safety Administration has taken to implement the recommendations and issue a report to Congress detailing how the recommendations were implemented. The Secretary shall not delegate or assign the responsibility under this paragraph.
