The Secretary of Veterans Affairs shall submit to the Committees on Appropriations of both Houses of Congress a reprogramming request if at any point during fiscal year 2016 the funding allocated for a medical care program that is not estimated through the Enrollee Health Care Projection Model is adjusted by more than $25,000,000 from the allocation shown in the corresponding congressional budget justification. Amounts may only be reprogrammed as requested under this section if
(1)the Committees on Appropriations of both Houses of Congress approve the request; or
(2)the Committees have not rejected the request before the date that is 15 days after the date on which the request is received.
