Not more than $4,400,000 of the funds provided by this Act under the heading Department of Veterans Affairs—Departmental Administration—General Administration may be used for the Office of Congressional and Legislative Affairs, and the amount otherwise provided under such heading is hereby reduced by $1,500,000.
