None of the funds appropriated or otherwise made available by this or any other Act shall be used to pay the salaries and expenses of personnel to carry out the following: The Watershed Rehabilitation program authorized by section 14(h)(1) of the Watershed and Flood Protection Act ( 16 U.S.C. 1012(h)(1) ); The Environmental Quality Incentives Program as authorized by sections 1240–1240H of the Food Security Act of 1985 (16 U.S.C. 3839aa–3839aa–8) in excess of $1,329,000,000: , That this limitation shall apply only to funds provided by section 1241(a)(5)(C) of the Food Security Act of 1985 ( Provided 16 U.S.C. 3841(a)(5)(C) );
The Biomass Crop Assistance Program authorized by section 9011 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8111 ) in excess of $3,000,000 in new obligational authority; and The Biorefinery, Renewable Chemical and Biobased Product Manufacturing Assistance program as authorized by section 9003 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8103 ) in excess of $27,000,000 of the funding appropriated by subsection (g)(1)(A)(ii) of that section for fiscal year 2016.
