Not to exceed 2 percent of any appropriations in this title made available under the headings Departmental Offices—Salaries and Expenses , Office of Inspector General , Special Inspector General for the Troubled Asset Relief Program , Financial Crimes Enforcement Network , Bureau of the Fiscal Service , and Alcohol and Tobacco Tax and Trade Bureau may be transferred between such appropriations upon the advance approval of the Committees on Appropriations of the House of Representatives and the Senate: , That, upon advance approval of such Committees, not to exceed 2 percent of any such appropriations may be transferred to the Provided Office of Terrorism and Financial Intelligence : , That no transfer under this section may increase or decrease any such appropriation by more than 2 percent.
