Of the amounts made available under this title for operation and maintenance, $2,000,000 shall be available for Upper Missouri River Basin flood and drought monitoring under section 4003(a) of the Water Resources Reform and Development Act of 2014 ( Public Law 113–121 ; 128 Stat. 1310).
