The Secretary of the department in which the Coast Guard is operating shall establish and carry out a response capabilities pilot program to assess, at not fewer than two Coast Guard command centers, the effectiveness of a radio gateway that— provides for— multiagency collaboration and interoperability; and wide-area, secure, and peer-invitation-and-acceptance-based multimedia communications; is certified by the Department of Defense Joint Interoperability Test Center; and is composed of commercially available, off-the-shelf technology.
Not later than 1 year after the date of the enactment of this Act, and annually thereafter for the succeeding 4 years, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate an assessment of the pilot program, including the impacts of the program with respect to interagency and Coast Guard response capabilities.
