Not later than 180 days after the date of the enactment this Act, the Secretary of Transportation shall— develop guidelines to implement the program authorized under section 304(a) of the Coast Guard and Maritime Transportation Act of 2006 ( Public Law 109–241 ); and submit such guidelines to the Committee Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate.
