There are authorized to be appropriated to the Secretary of Commerce $1,119,700,000 for the National Institute of Standards and Technology for fiscal year 2016. Of the amount authorized by paragraph (1)— $754,700,000 shall be authorized for scientific and technical research and services laboratory activities; $59,000,000 shall be authorized for the construction and maintenance of facilities; and $306,000,000 shall be authorized for industrial technology services activities, of which— $141,000,000 shall be authorized for the Hollings Manufacturing Extension Partnership under section 25 of the National Institute of Standards and Technology Act ( 15 U.S.C. 278k ) and the program under section 26 of such Act ( 15 U.S.C. 278l ), of which not more than $20,000,000 shall be for the competitive grant program under section 25(f) of such Act; and $150,000,000 shall be authorized for the Network for Manufacturing Innovation Program established under section 34 of such Act ( 15 U.S.C. 278s ).

Of the amount authorized by paragraph (1)— $792,440,000 shall be authorized for scientific and technical research and services laboratory activities; $61,950,000 shall be authorized for the construction and maintenance of facilities; and $320,000,000 shall be authorized for industrial technology services activities, of which— $160,000,000 shall be authorized for the Hollings Manufacturing Extension Partnership under section 25 of the National Institute of Standards and Technology Act ( 15 U.S.C. 278k ) and the program under section 26 of such Act ( 15 U.S.C. 278l ), of which not more than $20,000,000 shall be for the competitive grant program under section 25(f) of such Act; and $150,000,000 shall be authorized for the Network for Manufacturing Innovation Program established under section 34 of such Act ( 15 U.S.C. 278s ).
