Sec. 801. Report on linking and streamlining requirements, acquisition, and budget processes within Armed Forces

Not later than 180 days after the date of the enactment of this Act, the Chief of Staff of the Army, the Chief of Naval Operations, the Chief of Staff of the Air Force, and the Commandant of the Marine Corps shall each submit to the congressional defense committees a report on efforts to link and streamline the requirements, acquisition, and budget processes within the Army, Navy, Air Force, and Marine Corps, respectively. Each report under subsection
(a)shall include the following: A specific description of— the management actions the Chief concerned or the Commandant has taken or plans to take to link and streamline the requirements, acquisition, and budget processes of the Armed Force concerned; any reorganization or process changes that will link and streamline the requirements, acquisition, and budget processes of the Armed Force concerned; and any cross-training or professional development initiatives of the Chief concerned or the Commandant. For each description under paragraph (1)— the specific timeline associated with implementation; the anticipated outcomes once implemented; and how to measure whether or not those outcomes are realized. Any other matters the Chief concerned or the Commandant considers appropriate.
