The amendments made by this subtitle shall take effect on October 1, 2017. Not later than March 1, 2016, the Secretary of Defense, and the Secretary of Homeland Security with respect to the Coast Guard, shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report containing a plan to implement the amendments made by this subtitle when they take effect on the date specified in subsection (a). The report required by subsection
(b)shall contain a draft of such legislation as may be necessary to make any additional technical and conforming changes to titles 10, 14, 32, and 37, United States Code, and other provisions of law that are required or should be made by reason of the amendments made by this subtitle.
