Sec. 1202. Strategic framework for Department of Defense security cooperation

The Secretary of Defense, in coordination with the Secretary of State, shall develop a strategic framework for Department of Defense security cooperation to guide prioritization of resources and activities. The strategic framework required by paragraph
(1)shall include the following: Discussion of the strategic goals of Department of Defense security cooperation programs, and the extent to which these programs complement Department of State security assistance programs to achieve United States Government goals globally, regionally, and, if appropriate, within specific programs. Identification of the primary objectives, priorities, and desired end-states of Department of Defense security cooperation programs. Identification of challenges to achieving the primary objectives, priorities, and desired end-states identified under subparagraph (B), including— constraints on Department of Defense resources, authorities, and personnel; partner nation variables, such as political will, absorptive capacity, corruption, and instability risk; constraints or limitations due to bureaucratic impediments, interagency processes, or congressional requirements; validation of requirements; and assessment, monitoring, and evaluation. A methodology for assessing the effectiveness of Department of Defense security cooperation programs in making progress toward achieving the primary objectives, priorities, and desired end-states identified under subparagraph (B), including an identification of key benchmarks for such progress and the implications of failing to achieve such primary objectives, priorities, and desired end-states. An analysis of overlap, duplication, or gaps among Department of Defense security cooperation authorities and how these authorities complement or overlap with Department of State security assistance authorities. Any other matters the Secretary of Defense determines appropriate. Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on the strategic framework required by subsection (a). The report required by paragraph
(1)shall be submitted in an unclassified form, but may include a classified annex. In this subsection, the term appropriate congressional committees means— the congressional defense committees; and the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
