No amounts authorized to be appropriated or otherwise made available for the Department of Defense may be used, during the period beginning on the date of the enactment of this Act and ending on December 31, 2016, to transfer, release, or assist in the transfer or release of any individual detained in the custody or under the control of the Department of Defense at United States Naval Station, Guantanamo Bay, Cuba, to a combat zone. In this section, the term combat zone means any area designated as a combat zone for purposes of section 112 of the Internal Revenue Code of 1986 ( 26 U.S.C. 112 ) for which the income of a member of the Armed Forces was excluded during 2014, 2015, or 2016 by reason of the member’s service on active duty in such area.
