None of the funds authorized to be appropriated by this Act or otherwise made available for the Department of Defense may be used to remove ballistic missile defense capabilities from any of the 5 Ticonderoga class cruisers equipped with such capabilities until the Secretary of the Navy certifies to the congressional defense committees that the Navy has— obtained the ballistic missile capabilities required by the most recent Navy Force Structure Assessment; or determined to upgrade such cruisers with an equal or improved ballistic missile defense capability.
