Section 7310(b)(1) of title 10, United States Code, is amended— by striking In the case and inserting
(A)Except as provided in subparagraph (B), in the case ; by striking during the 15-month and all that follows through United States) ; by inserting before the period at the end the following: , other than in the case of voyage repairs ; and by adding at the end the following new subparagraph: The Secretary of the Navy may waive the application of subparagraph
(A)to a contract award if the Secretary determines that the waiver is essential to the national security interests of the United States. . The amendments made by subsection
(a)shall take effect on the later of the following dates: The date of the enactment of the National Defense Authorization Act for Fiscal Year 2017. October 1, 2016.
