Section 402a(b) of title 37, United States Code, is amended— in paragraph (1), by inserting and paragraph
(4)after subsection
(d); and by adding at the end the following new paragraph: After September 30, 2016, a member is eligible for a supplemental subsistence allowance under this section only if the member is serving outside the United States, the Commonwealth of Puerto Rico, the United States Virgin Islands, or Guam. .
