Subject to subsection (b), the Director of the Missile Defense Agency shall ensure, to the maximum extent practicable, that all remaining ground-based interceptors of the ground-based midcourse defense system that are armed with the capability enhancement I exoatmospheric kill vehicle are replaced with the redesigned exoatmospheric kill vehicle before September 30, 2022. Subsection
(a)shall not apply if the Director determines that flight and intercept testing of the redesigned exoatmospheric kill vehicle is not successful.
