Sec. 1083. Executive agent for the oversight and management of alternative compensatory control measures

Subchapter I of chapter 21 of title 10, United States Code, is amended by adding at the end of the following new section: The Secretary of Defense shall designate a senior official from among the personnel of the Department of Defense to act as the Department of Defense executive agent for the management and oversight of alternative compensatory control measures. The Secretary shall prescribe the roles, responsibilities, and authorities of the executive agent designated under subsection (a).
Such roles, responsibilities, and authorities shall include the development of an annual management and oversight plan for Department-wide accountability and reporting to the congressional defense committees. . The table of sections at the beginning of subchapter I of such chapter is amended by adding at the end the following new item: 430a. Executive agent for management and oversight of alternative compensatory control measures. . Not later than 30 days after the close of each of fiscal years 2016 through 2020, the Secretary of Defense shall submit to the congressional defense committees a report on the oversight and management of alternative compensatory control measures.
Each such report shall include— the annual management and oversight plan required under section 430a(b) of title 10, United States Code, as added by subsection (a); a discussion of the scope and number of alternative compensatory control measures in effect; a brief description of each alternative compensatory control measures program and of the number of individuals with access to such program; and any other matters the Secretary considers appropriate.
