Sec. 1036. Prohibition on use of funds for realignment of forces at or closure of United States Naval Station, Guantanamo Bay, Cuba

No amounts authorized to be appropriated or otherwise made available for the Department of Defense for fiscal year 2016 may be used— to close or abandon United States Naval Station, Guantanamo Bay, Cuba; to relinquish control of Guantanamo Bay to the Republic of Cuba; or to implement a material modification to the Treaty Between the United States of America and Cuba signed at Washington, D.C. on May 29, 1934 that constructively closes United States Naval Station, Guantanamo Bay.
Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report setting forth an assessment of the military implications of United States Naval Station Guantanamo Bay, Cuba. The report shall include the following: An historical analysis of the use and significance of the basing at United States Naval Station, Guantanamo Bay. A description of the personnel, resources, and base operations based out of United States Naval Station, Guantanamo Bay, as of the date of the enactment of this Act.
An assessment of the role of United States Naval Station, Guantanamo Bay, in support of the National Security Strategy, the National Defense Strategy, and the National Military Strategy. An assessment of the missions and military requirements that United States Naval Station, Guantanamo Bay, currently supports. A description of the uses of United States Naval Station, Guantanamo Bay, by other departments and agencies of the United States Government. Any other matters the Secretary considers appropriate.
