Not later than March 1, 2016, the Under Secretary of Defense for Acquisition, Technology, and Logistics shall— complete an examination of the decision authority related to acquisition of services; and develop and issue guidance to improve capabilities and processes related to requirements development and source selection for, and oversight and management of, services contracts.
