The Secretary of Defense shall ensure that every tactical missile program of the Department of Defense that uses solid propellant as the primary propulsion system shall have at least one rocket motor supplier within the national technology and industrial base (as defined in section 2500(1) of title 10, United States Code). The Secretary may waive subsection
(a)in the case of compelling national security reasons.
