The expansion or establishment of a national monument by the President under the authority of chapter 3203 of title 54, United States Code (commonly known as the Antiquities Act of 1906; 54 U.S.C. 320301 et seq. ), after the date of the enactment of this Act on land located beneath or associated with a Military Operations Area
(MOA)shall not be construed to prohibit or constrain any activities on or above the land conducted by the Department of Defense or other Federal agencies for national security purposes, including training and readiness activities.
