Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on— the number of individuals from racial or ethnic minority groups, women, and disabled individuals who have participated in the graduate fellowship program under section 2191 of title 10, United States Code, over the ten-year period preceding the date of the report; barriers encountered in recruiting individuals from racial and ethnic minority groups, women, and disabled individuals to participate in such programs; and recommended policy changes to increase such participation.
