Section 913 of the Ike Skelton National Defense Authorization Act for Fiscal Year 2011 ( 10 U.S.C. 2281 note) is amended by adding at the end the following new subsection: The Secretary of Defense may not delegate the authority to make a waiver under subsection
(c)to an official below the level of the Under Secretary of Defense for Acquisition, Technology, and Logistics. .
