Sec. 1247. Prohibition on availability of funds relating to sovereignty of the Russian Federation over Crimea

None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2016 for the Department of Defense may be obligated or expended— to implement any action or policy that recognizes the de jure or de facto sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters; or to provide assistance for the central government of a country that has taken affirmative steps intended to recognize or otherwise be supportive of the Russian Federation’s forcible and illegal occupation of Crimea.
The Secretary of Defense may waive the restriction on assistance required by subsection (a)(2) if the Secretary certifies and reports to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives that to do so is in the national interest of the United States. The requirements of subsection
(a)shall cease to be in effect if the Secretary of Defense certifies and reports to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives that the armed forces of the Russian Federation have withdrawn from Crimea and the Government of Ukraine has reestablished sovereignty over Crimea.
