Sec. 3123. Review of implementation of recommendations of the Congressional Advisory Panel on the Governance of the Nuclear Security Enterprise

Not later than 90 days after the date of the enactment of this Act, the Administrator for Nuclear Security shall enter into an agreement with the National Academy of Sciences and the National Academy of Public Administration (in this section referred to as the joint panel ) to review the implementation of the recommendations specified in subsection
(b)of the Congressional Advisory Panel on the Governance of the Nuclear Security Enterprise established by section 3166 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 2208). The recommendations specified in this subsection are recommendations 4 through 10, 12, 13, and 15 through 19 in the table of recommendations in the report of the Congressional Advisory Panel on the Governance of the Nuclear Security Enterprise entitled A New Foundation for the Nuclear Security Enterprise and submitted to Congress pursuant to section 3166 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 2208), as amended by section 3142 of the National Defense Authorization Act for Fiscal Year 2014 ( Public Law 113–66 ; 127 Stat. 1069). Not later than March 31, 2016, and annually thereafter through 2020, the joint panel shall submit to the congressional defense committees a report on the review required by subsection
(a)that includes an assessment of— the status of the implementation of the recommendations specified in subsection (b); and the extent to which the implementation of the recommendations is resulting in the desired effect as envisioned by the Congressional Advisory Panel on the Governance of the Nuclear Security Enterprise.
