Sec. 220. Limitation on availability of funds for distributed common ground system of the United States Special Operations Command

Of the amounts authorized to be appropriated for fiscal year 2016 for the Department of Defense by section 201 and available for research, development, test, and evaluation, Defense-wide, for the United States Special Operations Command for the distributed common ground system, not more than 75 percent may be obligated or expended until the Commander of the United States Special Operations Command submits to the congressional defense committees the report required by subsection (b).
The Commander shall submit to the congressional defense committees a report on the distributed common ground system. Such report shall include the following: A review of the segmentation of the distributed common ground system special operations forces program into discrete software components with the associated requirements of each component. Identification of each component of the distributed common ground system special operations forces program for which commercial software exists that is capable of fulfilling most or all of the system requirements for each such component.
A cost analysis of each such commercial software that compares performance with projected cost. A determination of the degree to which commercial software solutions are compliant with the standards required by the framework and guidance for the Intelligence Community Information Technology Enterprise, the Defense Intelligence Information Enterprise, and the Joint Information Environment. Identification of each component of the distributed common ground system special operations forces program that the Commander determines may be acquired through competitive means.
An assessment of the extent to which elements of the distributed common ground system special operations forces program could be modified to increase commercial acquisition opportunities. An acquisition plan that leads to full operational capability prior to fiscal year 2019.
