Throughout the wind-down of the enterprises under this title, the Director shall consult with relevant participants in the housing finance industry regarding— carrying out this title, including the appropriate level of regulatory discretion to be exercised in carrying out this title; and maintaining consistency, to the extent feasible, among mortgage-backed securities issued through the various available platforms.
