Section 402(e) ( 16 U.S.C. 1881a(e) ) is amended by adding at the end the following: The Secretary shall require that in the hiring of individuals to collect information regarding marine recreational fishing under this subsection, preference shall be given to individuals who are students studying water resource issues at an institution of higher education. .
