The table of contents in section 2 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.) is amended by inserting after the item relating to subpart 2 of part E of title IX the following: Subpart 3—Restoration of State Sovereignty over Public Education and Parental Rights over the Education of their Children 9541.
