The United States Trade Representative shall seek to identify within the World Trade Organization the extent to which countries that are not a party to the Arrangement On Officially Supported Export Credits are not in compliance with the terms of the Agreement on Subsidies and Countervailing Measures referred to in section 101(d)(12) of the Uruguay Round Agreements Act ( 19 U.S.C. 3511(d)(12) ) with respect to export finance, and seek appropriate action within the World Trade Organization for each country that is not in such compliance.
