None of the funds made available by this joint resolution may be— used to provide a Federal public benefit (as such term is defined in section 401(c) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ( 8 U.S.C. 1611(c) )) to an alien admitted as a refugee under section 207 of the Immigration and Nationality Act ( 8 U.S.C. 1157 ); or made available to the Office of Refugee Resettlement or to the United Nations High Commissioner for Refugees.
