In implementing this title, the Secretary shall, to the maximum extent practicable— seek to reduce administrative burdens and costs to producers by streamlining and reducing paperwork, forms, and other administrative requirements; improve coordination, information sharing, and administrative work with the Risk Management Agency and the Natural Resources Conservation Service; and take advantage of new technologies to enhance efficiency and effectiveness of program delivery to producers. On October 1, 2013, the Secretary shall make available to the Farm Service Agency to carry out this title $97,000,000.
