The Secretary shall establish, by regulation, a process to collect from participating dairy operations and handlers such information that the Secretary considers necessary for each month during which the stabilization program is in effect. When implementing the process under subsection (a), the Secretary shall minimize the regulatory burden on participating dairy operations and handlers.
