The Secretary shall ensure that the Department of Agriculture continues to administer the avian influenza surveillance program in commercial poultry through the National Poultry Improvement Program. The Secretary shall ensure that the program described in subsection
(a)meets any relevant standards established by the World Organization for Animal Health.
