Sec. 9003. Biorefinery, renewable chemical, and biobased product manufacturing assistance

Section 9003 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8103 ) is amended— in the section heading, by inserting after , renewable chemical, and biobased product manufacturing ; Biorefinery in subsection (a), in the matter preceding paragraph (1), by inserting renewable chemicals, and biobased product manufacturing after advanced biofuels, ; in subsection (b)— by redesignating paragraphs
(1)and
(2)as paragraphs
(2)and (3), respectively; and by inserting before paragraph
(2)(as so redesignated) the following: The term biobased product manufacturing means development, construction, and retrofitting of technologically new commercial-scale processing and manufacturing equipment and required facilities that will be used to convert renewable chemicals and other biobased outputs of biorefineries into end-user products on a commercial scale. ; and in subsection (c)— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following: grants and loan guarantees to fund the development and construction of renewable chemical and biobased product manufacturing facilities. . The amendments made by paragraph
(1)shall take effect on October 1, 2013. Section 9003(h) of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8103(h) ) is amended— by striking paragraph
(1)and inserting the following: Subject to subparagraph (B), of the funds of the Commodity Credit Corporation, the Secretary shall use for the cost of loan guarantees under this section, to remain available until expended— $100,000,000 for fiscal year 2014; and $58,000,000 for each of fiscal years 2015 and 2016. Of the total amount of funds made available for fiscal years 2014 and 2015 under subparagraph (A), the Secretary use for the cost of loan guarantees under this section not more than $25,000,000 to promote biobased product manufacturing. ; and in paragraph (2), by striking 2013 and inserting 2018 .
